NTT DATA and Singapore’s HTX Partner to Build AI-Driven Digital Forensics Capabilities

NTT DATA has signed a Memorandum of Understanding with HTX (Home Team Science and Technology Agency), a statutory board under Singapore’s Ministry of Home Affairs, to co-develop AI-driven capabilities for frontline public safety operations, digital forensics, and cybercrime investigation.

The MoU was formalised at Milipol TechX Summit 2026 in Singapore and signed by Png Kim Meng, Executive Managing Director for Singapore and ASEAN at NTT DATA, and Chan Tsan, Chief Executive of HTX. It comes against a backdrop of rising digital crime — scam-related losses in Singapore exceeded S$913 million in 2025 — and growing pressure on public safety agencies to modernise investigative capabilities.

Four areas of collaboration

The partnership covers four strategic workstreams. The first is advanced networking, specifically the development of photonics technology aimed at significantly reducing power consumption in data transmission. The second is cybersecurity and digital forensics, centred on a cloud-based Digital Forensics and Malware Lab designed to counter AI-enabled cyber threats, alongside training programmes to strengthen investigative capabilities within the Home Team.

The third area is sustainability and green technology, with both parties collaborating on sustainable technology adoption aligned with the Ministry of Home Affairs’ net zero roadmap. The fourth is AI-driven operational optimisation — developing AI and automation solutions to improve workflows, including fraud detection and pre-payment verification processes to intercept scam activity earlier in the chain.

Faster response, stronger forensics

The collaboration aims to improve early threat detection, accelerate investigation turnaround times, and enhance incident response during live events. As AI-enabled threats grow in sophistication and volume, the partnership is intended to give frontline officers faster, more data-informed decision-making tools and reduce the time required to process digital evidence.

“We are proud to embark on this partnership with HTX. With our global thought leadership, AI expertise and delivery capabilities at scale, we believe this exchange in knowledge will drive accelerated innovation in Singapore,” said Png Kim Meng, Executive Managing Director, Singapore and ASEAN, NTT DATA. “This agreement allows frontline teams to respond faster, make better-informed decisions, and keep Singapore and its communities safe.”

NTT DATA is a $30 billion-plus technology services provider serving 75 per cent of the Fortune Global 100, with capabilities across enterprise AI, cloud, security, and data centres. HTX was established to harness science and technology to give Singapore’s Home Team a decisive edge in public safety.
