OCBC has rolled out a blockchain-based conditional payments solution for the Land Transport Authority of Singapore (LTA), marking a significant step in digital transformation for large-scale infrastructure projects. The innovative integration aims to enhance transparency and streamline the disbursement of mobilization advance payments to contractors.
By integrating blockchain technology with its business banking platform, OCBC is enabling the LTA to automate mobilization payments—a critical financial component for contractors facing substantial upfront costs. Traditionally, these payments represent a percentage of the project’s total value and are intended to ease the heavy initial capital outlay contractors bear.
Under the new system, mobilization advance payments are automatically released to contractors once pre-set conditions, verified by smart contracts, are met. This blockchain-powered process offers LTA a real-time, transparent view of payment use and helps ensure that funds are allocated appropriately across projects.
Real-World Impact on Cross Island Line Projects
The pilot of OCBC’s blockchain solution includes three main contractors for the Cross Island Line, one of Singapore’s major infrastructure undertakings. To date, over S$22 million has been disbursed to contractors using this technology, illustrating the solution’s effectiveness in handling high-value, complex transactions in real time.
OCBC’s development of blockchain-based payments is part of its broader involvement in the Monetary Authority of Singapore’s (MAS) Project Orchid, a multi-phase initiative to build the foundations for a potential digital Singapore dollar. Since 2022, OCBC has been honing its blockchain capabilities, which now play a pivotal role in advancing Singapore’s construction and financial sectors.
Mr. Melvyn Low, Head of Global Transaction Banking at OCBC, expressed enthusiasm for the initiative, stating, “We are excited to embark with LTA on this journey of transforming the way payments are handled in the construction industry. This blockchain-based conditional payment solution will improve the governance and transparency of utilisation of the mobilisation advance payments that LTA extends to its contractors.”
