ST Engineering’s Urban Solutions business has won a contract exceeding S$60 million from Lusail Real Estate Development Company (LREDC), a subsidiary of Qatari Diar Real Estate Investment Company, to design, build, and operate a state-of-the-art smart city platform for Lusail City, Qatar. This contract is a significant milestone in Lusail’s transformation into a fully integrated smart city, utilizing advanced AI and data-driven technologies. The project is set to begin in the fourth quarter of 2024 and is expected to be completed by 2027.
The cornerstone of this transformation will be ST Engineering Urban Solutions’ AGIL® Smart City Operating System (OS), which will serve as the digital backbone of Lusail City. Powered by AI, machine learning, and data analytics, the AGIL system will integrate a wide range of smart city solutions and applications, streamlining citywide operations and enhancing both efficiency and sustainability.

Transforming Urban Living with AI
Lusail’s smart city transformation will integrate multiple city systems—such as lighting, traffic, and building management—into a unified platform, allowing for seamless operations across the city. The AI-powered system will offer 24/7 monitoring and provide insights that optimize resource use and improve response times. Additionally, smart applications will offer enhanced experiences for Lusail’s 450,000 residents and visitors, including AI-enabled chatbots to handle citizen queries and a real-time feedback system for better decision-making.
The collaboration aligns with Qatar’s National Vision 2030, as Lusail, the largest sustainable city in the country, strives to be a model for smart and sustainable urban living.
Qatari Diar’s CEO, Eng. Ali Mohamed Al-Ali, emphasized the long-term vision behind the project. “This ambitious project, in collaboration with ST Engineering, marks a key step toward realising our vision of providing an integrated and sustainable urban environment. By leveraging AI technologies and interactive applications, we aim to offer superior smart city experiences that make the city more efficient and sustainable.”
The contract also highlights ST Engineering’s growing presence in the Middle East and strengthens its global portfolio, having implemented over 800 smart city projects in more than 150 cities worldwide. Tan Soon Kim, Deputy Managing Director of Enterprise Singapore, acknowledged the significance of this achievement, stating, “The award of this project is a recognition of ST Engineering’s world-class solutions and capabilities in the competitive smart cities segment.”
