Tencent Cloud and Rockstreamer Private Limited have announced a strategic partnership to deliver cloud, artificial intelligence (AI), content delivery network (CDN) and enterprise over-the-top (OTT) solutions to telecommunications operators, broadcasters and media companies across Bangladesh and other emerging markets.
The partnership pairs Tencent Cloud’s cloud infrastructure and AI capabilities with Rockstreamer‘s experience building and operating large-scale digital entertainment platforms. The companies say the collaboration is aimed at helping enterprises modernise streaming infrastructure and launch OTT services capable of serving millions of users.
Binge+ built on Tencent Cloud’s architecture
The first major deployment under the partnership is Binge+, the OTT platform Rockstreamer developed and operates for Bangladeshi telco Robi Axiata PLC. Built entirely on Tencent Cloud’s cloud ecosystem, the platform was rebuilt around a cloud-native architecture supporting high-volume live streaming and rapid traffic fluctuations across Android, iOS, web, smart TV and operator applications.
Tencent Cloud’s engineering specialists worked with Rockstreamer’s technical teams throughout the project, with AI capabilities used to accelerate engineering workflows, infrastructure optimisation and deployment planning.
Tested during a global football tournament
The platform’s capabilities were put to the test during a premier global football tournament in 2026, when Binge+ delivered live coverage to millions of viewers across Bangladesh while maintaining performance through the traffic surges typical of major sporting events.

Tencent Cloud and Rockstreamer said they plan to continue expanding their collaboration across Bangladesh and other emerging markets, supporting telecommunications operators, broadcasters, gaming companies and sports rights holders seeking to modernise digital infrastructure, including AI-powered media workflows and esports platforms.
